City of Imperial Appoints Leonard J. Barra as Imperial Chief of Police

On Friday, December 8, 2017 during the annual Imperial Police Department uniform inspection, City Manager Stefan Chatwin announced that as of December 21, 2017 (pending Council Action) that Acting Deputy Chief Leonard J. Barra would become Chief of Police and Acting Deputy Chief Mario Luna would be promoted to Captain.

This announcement comes after a long recruitment effort was undertaken by the City through Bob Murray and Associates. During the announcement City Manager Chatwin said, “we did an exhausting search nationwide.  One name kept coming up to the surface over and over again and that is Leonard Barra.” Barra has over twenty (20) years in law enforcement. He has been a part of the Imperial Police Department since 2000. During his tenure, he has served as the Imperial County Narcotic and Gang Task Force Supervisor and participated on the Executive Steering Committee for California Gang Reduction, Intervention and Prevention. Barra has received his POST Management Certificate and Advanced POST Certificate. His leadership skills and abilities include, but are not limited to, critical incident management, crime scene management, California Police Chief Association Leadership Effectiveness, planning and design of law enforcement and Sherman block supervisory leadership and PMW associates police budget academy.


Barra’s contract is set to go before the City Council on December 20, 2017. If approved, Barra will assume the role of Chief of Police Thursday, December 21, 2017. The City of Imperial looks forward to the continued success and progress the department has shown over the last several months.
