This is a CLOSED SESSION in which the COUNCIL discusses matters in closed as opposed to open session. Only those matters authorized by the Brown Act as permissible CLOSED SESSION subjects will be discussed. They are as follows:

 1.INTRODUCTION/1ST READING BY TITLE ONLY OF ORDINANCE NO. 805, AN ORDINANCE OF THE CITY OF IMPERIAL AMENDING THE IMPERIAL CITY CODE TO CHANGE THE ZONING DESIGNATION FROM R-1 (RESIDENTIAL SINGLE FAMILY) TO C-1 (COMMERCIAL NEIGHBORHOOD) FOR APN: 064-151-002.
 2.ADOPTION OF RESOLUTION NO.2020-03, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL, CALIFORNIA RECOMMENDING APPROVAL OF THE ZONE CHANGE AND GENERAL PLAN AMENDMENT FOR ASSESSOR PARCEL NUMBER 064-151-002 TO ALLOW FOR THE NEIGHBORHOOD COMMERCIAL DEVELOPMENT OF AN AUTOMOBILE SEVICE STATION.

G-1.SUBJECT:DISCUSSION/ACTION: IMPERIAL GARDENS APARTMENTS – SUBORDINATION AGREEMENT.
 1.APPROVAL OF SUBORDINATION AGREEMET FOR THE IMPERIAL GARDENS APARTMENTS.
G-2.SUBJECT:DISCUSSION/ACTION: STATE OF CALIFORNIA HOME INVESTMENT PARTNERSHIPS PROGRAM APPLICATION.
 1.ADOPTION OF RESOLUTION 2020-04, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL, CALIFORNIA AUTHORIZING JOINT APPLICATION WITH THE DEVELOPER OF THE WORTHINGTON LA LUNA FAMILY APARTMENTS AFFORDABLE HOUSING PROJECT, THE SUBMISSION OF AN APPLICATION FOR THE AFFORDABLE HOUSING AND SUSTAINABLE COMMUNITIES PROGRAM IN THE AGGREGATE AMOUNT OF NOT TO EXCEED $16,000,000 AND AUTHORIZE THE CITY MANAGER TO EXECUTE ALL PROGRAM DOCUMENTS ON BEHALF OF THE CITY.
G-3.SUBJECT:DISCUSSION/ACTION: STATE OF CALIFORNIA INFRASTRUCTURE GRANT PROGRAM APPLICATION.
 1.ADOPTION OF RESOLUTION 2020-05, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL APPROVING STAFF TO WORK IN PARTNERSHIP WITH EAH TO SUBMIT A JOINT APPLICATION FOR AFFORDABLE HOUSING AND SUSTAINABLE COMMUNITIES (AHSC) PROGRAM FUNDS FOR THE CONSTRUCTION OF IMPERIAL SENIOR AND RELATED TRANSPORTATION IMPROVEMENTS AND AUTHORIZING THE COMMUNITY DEVELOPMENT DIRECTOR OR HIS DESIGNEE TO EXECUTE ANY DOCUMENTS AND/OR AGREEMENTS WITH SUCH CHANGES AS DETERMINED BY THE CITY ATTORNEY.
G-4.SUBJECT:SUBJECT: DISCUSSION/ACTION: VICTORIA RANCH SUBDIVISION UNIT 3B - PHASES 10A & 10B-FM 24/31-33.
 1.APPROVAL AND ACCEPTANCE OF OFF-SITE STREET IMPROVEMENTS.

 1.APPROVE DISBURSEMENT OF FUNDS FOR THE SENSUS CUSTOMER PORTAL PROJECT IN THE AMOUNT OF $34,975.00
G-8.SUBJECT:DISCUSSION/ACTION: 2018 STONEGARDEN MEMORANDUM OF UNDERSTANDING (MOU) – POLICE DEPARTMENT.
