Public Comments: Members of the public who wish to speak are encouraged to fill out a Speaker Slip and submit it to the City Clerk before the start of the meeting. Public comments are limited to 3 minutes. Comments may also be submitted by email to CityClerk@imperial.ca.gov no later than 5:00 p.m., the day of the meeting.
Americans with Disabilities Act: Requests for special assistance to participate in the meeting, please contact the City Clerk’s Office by calling (760) 355-5303 or emailing CityClerk@imperial.ca.gov. Notification of 48 hours before the meeting will enable the city to make reasonable arrangements to ensure accessibility to this meeting [28 CFR 35.102-35.104 ADA title II].
All documents with executive summaries and staff recommendations for open session action items are available on the City’s website 72 hours before the meeting https://www.cityofimperial.org/cc-agendaarchive. Supplemental writings distributed to the City Council within 72 hours of the meeting will also be posted online. Written materials shared during the meeting will be available there if prepared by the City or afterward if prepared by others. These materials can be obtained from the City Clerk’s Office.

ADJUSTMENTS TO THE AGENDA: The City Council may amend the order, add urgency items, note abstentions or "no" votes on consent calendar items, and request consent calendar items be removed from the consent calendar for discussion. The City Council may also remove items from the consent calendar before that portion of the agenda. The City Council may address these issues by entertaining a formal motion.

B. CONSENT AGENDA:

All items appearing under "Consent Agenda" will be acted upon by the City Council in one motion without discussion. Should any Council member or other person request that any item be considered separately, that item will then be taken up at the time as determined by the Mayor.

B-2.Approve City Council Minutes for the Regular Meeting of October 1, 2025, and October 15, 2025.
B-3.Approve and adopt the Acceptable Use Policy

B-6.Accept the Anthony Redondo Park Improvement Project as complete and authorize city staff to file a Notice of Completion.

C. PUBLIC HEARING (DISCUSSION/ACTION):

C-1.Introduction and first reading by title only of Ordinance No. 831, adopting the 2025 California Building Codes.

Recommendation: Introduction and first reading by title only of Ordinance No. 831, ORDINANCE OF THE CITY OF IMPERIAL, CALIFORNIA, REENACTING CHAPTER 6 RELATING TO BUILDING REGULATIONS, and authorize staff to prepare an ordinance summary for publication purposes.
 
C-2.Public hearing for the purpose of vacating a public right-of-way portion of O Street between 1st Street and 2nd Street and adopting Resolution No. 2025-53.

Recommendation: Adopt Resolution No. 2025-53, RESOLUTION OF INTENTION TO VACATE A PUBLIC RIGHT-OF-WAY.
 

D. ACTION ITEMS (DISCUSSION/ACTION):

D-1.Approve a regulatory agreement to establish the 6th & H Street Apartments as affordable housing.

Presenter: Thomas Garcia, Assistant to the City Manager
Recommendation: Approve the regulatory agreement establishing affordable housing for the 6th/H Street Apartments for a period of 55 years.
 
D-2.Award a contract for the 6th and H Street Apartments Window Replacement Project Bid No. 2025-17.

Presenter: Cody Cole, Building Inspection and Code Enforcement Supervisor
Recommendation: Award the project to Discount Door and Window in the amount of $49,932.00 with a 15% contingency of $7,489.80.
 
D-3.Accept the combined Request for Proposals for the Website Redesign and Development ADA Title II Compliance, and the Automated Agenda Management, RFP 2025-15 and 2025-16.

Presenter: Alejandro Estrada, DoIt Director
Recommendation: Approve the disbursement of funds for both RFP’s and accept both proposals by CivicPlus in the amount of $48,587.79.
 
D-4.Approve an agreement with SewerAI under the Houston-Galveston Area Council (HGAC) cooperative purchasing program, CIP #853.

Recommendation: Approve the agreement with SewerAI for an annual subscription of services for the Manhole and Gravity Sewer CCTV Inspection project Bid 2025-08.
 
D-5.Award a contract for the Infrastructure Modernization and Utility Savings Program RFP 2025-10.

Recommendation: Accept proposal from Climatec Energy Services for Infrastructure Modernization & Utility Savings Program RFP 2025-10.
 
D-6.Adopt plans and specifications and authorize bidding for the Waste Water Treatment Plant Demolition Project Bid No. 2025-19, CIP #849.
