The Community Development Department is one of the most diverse departments in the City. In Imperial, our vision and goal is to implement strategies, action plans and programs which strengthens and diversifies our thriving economic base. Our goal is to work with you to develop strategies and entitlement processing pathways to ensure the built environment is consistent with the plan policies, the municipal code and compatible with the design expectations of the surrounding urban environment.

The Community Development Department is made up of four distinct divisions; Planning, Building & Safety, Engineering and Code Enforcement.

Community Development Director Othon Mora

Othon Mora is currently the Community Development Director and is responsible for implementing goals, policies and objectives of the Community Development Department. As a Director with over 20 years in the realm of Construction Management, Mr. Mora specializes in project/construction management, planning activities and implementation. Mr. Mora holds a B.S.B.A in Project Management and a Master’s in Construction Management. Mr. Mora supervises the Planning, Engineering and Building and Safety divisions, with a focus on providing the community with the highest quality service. 

Mr. Mora served honorably in the United State Army as a Non-Commissioned Officer, serving for three years in various parts of the country and abroad. Mr. Mora received a meritorious achievement during the battalion Non-Commissioned of the board, Army achievement and commendation medals, and the order of the combat spurs for serving in Operation Iraqi Freedom as a cavalry trooper.”
