The City Attorney is appointed by the Imperial City Council and works directly with the City Manager. The Office of the City Attorney functions as the legal advisor to the City and provides general legal counsel, whose services may be provided from time to time by other firms. The City Attorney is available to all City Officials, Boards, Commissions, and Employees with respect to city business.

The current City Attorney is Katherine Turner. Ms. Turner is the current owner of local litigation firm, Sutherland and Gerber. Prior to her private practice work, Ms. Turner spent over a decade providing in-house government administrative advisory services to the County of Imperial. Ms. Turner was appointed in 2015 as the first woman to serve as the County Counsel for the County of Imperial Board of Supervisors. She specializes in land use and planning and is the co-author of a national publication, the Zoning and Planning Deskbook. During her work at the County, she gained experience in all aspects of municipal government, including administrative law, Brown Act compliance, issues of conflict of interest, the political reform act, the Public Records Act, CEQA, tort liability and risk, public works, finance, code enforcement, and elections. Ms. Turner worked closely with local courts, cities, and other local agencies in areas of mutual interest.

Ms. Turner received her undergraduate degree as well as her Certificate in Dispute Resolution and her law degree from Pepperdine University. Ms. Turner is very familiar with local issues and looks forward to working for a City that prioritizes development and advancement. Ms. Turner, her husband Robert and their three children are Imperial County residents. Robert is a third-generation business owner in Holtville.

Ms. Turner was appointed to the position of City Attorney by the Imperial City Council on March 16, 2022.
