Notice of Public Hearing

NOTICE IS HEREBY GIVEN that a public hearing will be conducted by the City Council on Wednesday, September 6, 2023 at 7:00 P.M at the City of Imperial Council Chambers located at 200 W. 9th Street, Imperial, CA 92251.

The City of Imperial City Council will receive comment on the final close out of the CDBG-CV grant under the California Department of Housing and Community Development, Community Development Block Grant Program.

On March 27, 2020, Congress passed the Coronavirus Aid, Relief, and Economic Security (CARES) Act in response to the impacts of the COVID-19 pandemic. The State Department of Housing and Community Development (HCD) published a Notice of Funding Availability (NOFA) for Community Development Block Grant Coronavirus Aid, Relief, and Economic Security (CDBG-CV2 and CV3) funds.

Eligible activities paid for with State CDBG funds must meet one of the three National Objectives listed in CDBG Federal Statutes as follows: benefit to low-income households or persons (also called Low/Mod Benefit)1slum and blight (addressing physical problems in specific neighborhoods) or meeting urgent community development need (a need resulting from a state or federal declared disaster or posing unforeseen risks to health and safety). In addition, eligible activities must be used directly to prevent, prepare for or respond to COVID-19 and meet CDBG requirements as provided and directed by HCD in the published NOFA and outlined in their plan as follows:

  • Public services to respond to COVID-19 impacts
  • Public facility improvements to increase capacity for healthcare facilities and improve public facility safety
  • Housing facilities for persons experiencing homelessness, including acquisition and rehabilitation
  • Economic development to support needs of local businesses to retain and bring back jobs impacted by COVID-19


The City of Imperial applied for and was rewarded funding in the amount of $76,525.00. The City completed four successful rounds of utility assistance to qualified applicants totaling in the amount of $43,033.78. Having a remaining balance of $33, 491.22, the City requested to amend the scope to include Eager Park improvements which was granted. The City used those funds to purchase and install two sets of cornhole boards and two buddy benches. The City has also purchased and received a table and a shade structure. In the coming weeks, the Parks and Recreation department will be breaking concrete to pour a new foundation to install the shade and table by the close of summer.

Interested persons wishing to express their views regarding the CDBG-CV grant may attend the public hearing at 200 W. 9th Street, Imperial, CA 92251. If you require special accommodations to participate in the public hearing, please contact the City Manager's Office at least 48 hours in advance of the meeting by calling 760-355- 4373.

If you are unable to attend, any person desiring to comment on the CDBG-CV grant may do so in writing. Written comments should be directed to Kristina Shields, City Clerk, City of Imperial, 420 South Imperial Avenue; Imperial, CA 92251. Please reference the project name in all written correspondence.
