Prior to joining the City of Imperial Planning Commission, Rebecca Terrazas-Baxter served as the Deputy CEO for the County of Imperial, assisting with the management of County Government focusing on coordinating intergovernmental relationships, and developing and managing special projects.  This included special projects focused on enhancing County growth and improvement, such as the development of Lithium Valley and the adoption of a tax on the extraction of lithium to ensure that the residents of Imperial County benefit from this local resource.  Upon first joining the County of Imperial in 2015, Rebecca served as the Public Information Officer and then advanced to Intergovernmental Relations Director in 2017.  

Rebecca had 10 years of experience working for federal and state legislators, including Senator Barbara Boxer in Washington D.C. and San Diego, respectively.  Due to her desire to return to her hometown and give back to the community, she secured positions with Assemblyman V. Manuel Perez, and later Congressman Juan Vargas, to serve as a Senior Field Representative in Imperial County.  

In an effort to expand access to educational and growth opportunities for Imperial County’s youth, Rebecca also serves on the Board of Directors for a local, volunteer-operated non-profit organization, MANA de Imperial Valley, which provides college and university scholarships, leadership development programs for youth and women, and conducts community service projects.  She is also an alumna of the HOPE Leadership Institute.
